My take
For most projects I'd start with Cloudflare. The price and the global coverage outweigh its weak AI presence. Twilio is the safe default, the one nobody gets fired for picking, and you pay for that safety - for very good reasons. Other options are out there and they have their place, but for me they fit only specific niches.
